Makoto began his career at the Ministry of Education, Science, Sports and Culture (now Ministry of Education, Culture, Sports, Science and Technology) and served as Head of the Ministerial Secretariat (2015 to 2016, 2017 to 2018), Director-General for Primary and Secondary Education (2016 to 2017), and Administrative Vice-Minister for Education (2018 to 2021). He is currently Director of the Tokyo National Museum.
He speaks Japanese and English.
